The demographic growth without control in the Municipality, has brought with it constructions of human settlements increasingly closer to the ecosystem, this is why the wetland of Neuta has generated a significant increase of anthropic problems such as social and cultural difficulties, throwing of solid waste and liquids, fires including domestic species introduced in the same territory. According to the CAR Regional Autonomous Corporation (2017), it states that fire, waste and other human activities that harm the wetland by more than 60% have been more frequent before being urbanized by housing complexes close to this area. The DANE in its latest statistical study considers that there are 533,000 inhabitants in the municipality of Soacha, these figures are countered with the current Mayor of the municipality Eleázar González, which states that in the last three years more than 300,000 housing developments have been registered by the planning department of the municipality and the overpopulation of more than 50,000 victims of the conflict increase the risk of unemployment and drug addiction in the sector.
The risk factors were analyzed together with a qualified work team to establish the procedures that allowed transforming the risk and its problems into sustainable natural opportunities. As a conclusion of the study carried out, it is defined that the interaction of the implemented procedures allowed a structured relationship between the municipality and the wetland, transforming, controlling and replacing risks in their own benefit, which generates a greater use and conservation of natural resources in the ecosystem and improvement of citizen culture.
